About Goa PSC:

In 1962 the Indian Parliament passed the 12th Amendment Act, 1962 to the Constitution of India, under which the Territory of Goa, Daman & Diu was included in the Schedule I of the Constitution of India (Constitution) and was declared as an Union Territory.

As an Union Territory, all the selections for Gazetted group and posts were made through the Union Public Service Commission (UPSC). All their service matters, such as promotions, confirmations, seniority, recruitment rules, disciplinary matters, etc. were controlled by the UPSC.

Under the Constitution (Fifty Sixth Amendment) Act, 1987 Goa was included in the Schedule I of the Constitution of India, as the twenty fifth State of India.

With the attainment of Statehood w.e.f. 30-5-87, under Article 315 of the Constitution of India, Goa was entitled to have its own Public Service Commission. Accordingly, Notification No. 13/54/88-PER-117 dated 26th May,1988 was issued by the Government of Goa and w.e.f. 30-5-88 the Goa Pubic Service Commission (GPSC) was set up and the UPSC discontinued to exercise its jurisdiction over service matters, in Goa. Dr. J.C. Alemeida, IAS (Retired) was appointed as the first Chairman of the Goa Public Service Commission.

Educational Qualification:

Junior Consultants: (i) recognized Medical qualification included in the First or Second Schedule or Part II of the Third Schedule (other than Licentiate qualification) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of educational qualifications included in Part II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of section 13 of the said Indian Medical Council Act, 1956. (ii) Postgraduate degree, failing which post-graduate diploma, in the speciality concerned. (iii) In case of Diploma holders, Work in responsible position connected with the speciality concerned for 2 years after post-graduation Diploma. (iv) Knowledge of Konkani.

Junior ENT Surgeon: (i) A recognised Medical qualification included in the First or Second Schedule or Part II of the Third Schedule (other than Licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in Part II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of section 13 of the IMC Act, 1956. (ii) Post-graduate degree/diploma qualifications in the speciality concerned. (iii) Knowledge of Konkani.
Junior Anaesthetist under ESI Scheme: (i) A recognised Medical qualification included in the First or Second Schedule or Part II of the Third Schedule (other than licentiate qualification) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in Part II of the Third Schedule should also fulfil the conditions stipulated in sub-section (3) of Section 13 of the Indian Medical Council Act, 1956. (ii) Post Graduate Degree in the speciality concerned. (iii) Knowledge of Konkani.

Ayurvedic Doctor under ESI Scheme: (i) A recognized Medical qualification included in the Second, Third and Fourth Schedule to the Indian Medicine Central Council Act,
1970 (48 of 1970). (ii) Enrolment on the Central or State Register of Indian Medicine. (iii) Three years of Ayurvedic practice, preferably in a recognized hospital or a dispensary. (iv) Knowledge of Konkani.

Subject Matter Specialist (Fisheries): (i) Master’s Degree in Fisheries Science or Master’s Degree in Marine Science or equivalent from a recognised University.
(ii) Knowledge of Konkani.

Assistant Public Prosecutor: (i) A degree in Law from a recognized University or any equivalent qualification. (ii) Must have practiced as an Advocate for 2 years.
(iii) Knowledge of Konkani.

Age:

Junior Consultants: Not exceeding 40 years.
Junior ENT Surgeon: Not exceeding 40 years.
Junior Anaesthetist under ESI Scheme: Not exceeding 40 years.
Ayurvedic Doctor under ESI Scheme: Not exceeding 40 years.
Subject Matter Specialist (Fisheries): Not exceeding 40 years.
Assistant Public Prosecutor: Not exceeding 40 years.

Pay or Salary:

Junior Consultants: Rs. 15,600-39,100+5,400/-.
Junior ENT Surgeon: Rs. 15,600-39,100+5,400/-.
Junior Anaesthetist under ESI Scheme: Rs. 15,600-39,100+5,400/-.
