Qualification: University Degree in Accounting or Finance. Postgraduate qualification is desirable.5 to 7 years of progressively responsible finance experience of large projects at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
Pay: 9,22,600/- per annum
Duties and Responsibilities:
Fully comply with UNDP rules and regulations of financial processes, financial records and reports and audits.
Conduct excellent financial management of the project e.g. management of funds from UNDP, book keeping, accounting, cash management etc and provide technical supports to the project team at both state and district level.
Proactively understand policies and regulations of UNDP regarding financial management and auditing, and ensure timely-submission of all requirements with advance planning and preparation.
Support the state project team in preparation of annual work plan and respective budgets.
Review monthly and quarterly expenditure reports of district and state teams and identify and highlight areas for further strengthening and support.
Provide quarterly updates to the Project Team and UNDP Country Office on financial progress of the project.
Implementation of the effective financial control with regular reporting arrangements with the sub-contracted NGOs and CBOs.
Ensure submission of timely audited statements of funds by NGOs and CBOs from the field ensuring transparency and accuracy.
Travel frequently to programme districts for expenditure verification incurred by the partner organisations.
Initiate payments from the project team ensuring work flow and approval processes and their transmission to UNDP CO for their processing.
Generate reports from UNDP ERP system (Atlas) for expenditure control and budget analysis by the Project Officers for AWP progress monitoring.
Prepare internal documents and reports requested by the Project Coordinator.
Participate in organisational learning and development programmes conducted by office from time to time for effective implementation of the programme.
Carry out any other work assigned by the State Project manager and UNDP.
